Since the end of the war in Yugoslavia in 2001 which has had very significant consequences for the region as a whole and its economy, the international community has been carefully scrutinising efforts to resolve outstanding issues between Serbia and Kosovo. Since June 1999 NATO has led a peacekeeping operation in Kosovo, KFOR, a force which currently comprises 4 651 soldiers, according to NATO data. These efforts are being undermined by the recent decision by Kosovo’s Parliament to transform the 4 000-strong security forces into a regular army.

In view of the above, will the Commission say:

What steps and initiatives will it take to address the very real danger that the Balkans may be destabilised by this decision?

Will sanctions be imposed on Kosovo in response to its provocative decisions and moves and, if so, what sanctions?
