On 8 November 2017, the Commission released its proposal on post-2020 CO2 standards for cars and vans, amending Regulation (EC) No 715/2007 (recast).

The regulation considers electric vehicles as ‘zero-emission vehicles’.

What technical data support this assumption, as currently applied?

Has the Commission compared the emissions and overall carbon footprint of an electric car with a new technology conventional car, based on a lifecycle analysis?

Is the Commission aware of academic studies (e.g. by Trondheim University) that calculate overall CO2 emissions during the manufacturing of an electric car (and of its battery), the production of electricity used over its lifetime and car and battery disposal?
